State commission studies how to combat California's retail theft problem.

Smash and grabs, brazen shoplifting and large retailers holding everyday necessities under lock and key across California were the images at the center of a hearing held by the Little Hoover Commission, an independent, non-partisan group that reports to state lawmakers and the governor. 
The commission held a hearing on the issue in Sacramento on Thursday, the second of at least four events the group is dedicating to the problem, which the group has acknowledged may be more complicated than a single change in state law or spending more money.   The group took on the task at the request of a bipartisan group of state lawmakers.
