EHB 1638 5.4% Increase in MMR Complete is Mathematically Impossible.

A recently released AJPH study is claiming that WA "EHB 1638 implementation was associated with a 5.4% relative increase in kindergarten MMR vaccine series completion rates...". This video is a breakdown on how a 5.4% increase is mathematically impossible, as the MMR exemption rate was only 3.1%. You cannot achieve a "5.4% MMR Complete Increase" by lowering a 3.1% exemption rate, even if it went to zero.
