$7.5 billion currency collapsing debt was allocated 2 years ago to build 500,000 charging stations. $2 billion has been handed out, but only 2 state have broken ground and half haven't even submitted a proposal for the money. The hold up is blamed on red tape, regulations, contracting and performance requirements.
