Clarification: theologians debate whether God's word in scripture is “verbal” meaning words actually formed in God's mind and so directly “quotable” which are placed in the minds of human authors or “non-verbal”. The verbal debate is somewhat of a red herring though, this pitfall is a bad place to stop thinking as what God intends to say cannot be adequately pigeonholed into a category like “verbal” or “non-verbal”. Instead we should go back to the sources of Revelation in themselves, and consider what different forms of prophecy mean and how they work in real life.
