This video will show you how to solve the problem with your 98-2007 Volkswagen Passat. when connecting the battery horn and lights will go on and won't stop. The issue is your Comfort Control Module (CCM) got wet, doesn't mean that your car flooded just a little rain or moisture will ruin the module. all you have to do is remove the driver seat and lift the carpet, there you will find the module inside a box you can then remove it or replace it.
