Iran may have the will to commit acts of terror but during the Trump administration it just didn’t have the capacity.

Having the will to do something generally refers to the desire, determination, or intention to accomplish a particular task or goal. It's about one's motivation or willingness to take action.

On the other hand, having the capacity to do something relates to the ability, capability, or resources necessary to carry out a task. It considers the practical or physical aspects that enable a person to fulfill their intentions.
