Violation of Rights

The police officer stated he was helping the man by asking for his ID , He didn’t need his ID to tell him about the Drop-In centre or other resources which the man already knows about. He just wanted his name in the system . We live in a No Stop & I’d city Unless he has reasonable articulable suspension of him committing a Crime , He can’t stop and ask him for his identification period……….
