Scott Kinmon was arrested in Cincinnati's West End neighborhood on July 24. He climbed down from the cab of a semitrailer and told a police officer he'd used heroin. Ten days later, Kentucky renewed his commercial driver's license. Two weeks after that, he jackknifed on Interstate 74 near North Bend Road. Deputies said he was high on heroin again.
