Man Sexually Assaults women in Broad daylight and DA says there's no evidence (WTF)

I cannot believe the distric attorney office in Long Beach CA decided to not charge a homeless man with felony sexual assault. They stated there was not enough evidence of intent. Even thought this guy pulled down his pants and thrusted against this women. Updates soon
