Shirley Temple sings, dances and enchants everyone in a New England fishing village. She plays Star, a 4-year-old girl who has lived with Captain January (Guy Kibbee) since she was saved by him from a shipwreck when she was a baby. But their happy life together is unexpectedly threatened when a city inspector decides to take her away from the lighthouse watch and send her to an orphanage.
