Why do car wheels spin backwards in videos??

It has to do with the framerate of the cameras used. At certain speeds, the framerate (number of frames captured per second) will match up with the wheel speed and they will appear to be stationary. As wheel speed varies slightly above or below framerate, the wheels will appear to rotate forward or backwards slightly.
