Q: "Why would we open up $6 billion to [Iran] without some kind of strings?"

JOHN KIRBY: "Not a dime has been spent"

Q: "Will they ever be able to access it?"

KIRBY: "They have not accessed it."

Q: "We know that. But can they?"

KIRBY: "None of it has been accessed."
