The Exploitation, Beheading, And Rape Of Female Prisoners of War Is so-called 'sexual slavery' permitted in Islam? Part Two Now. It's almost a decade since ISIS militants swept through Iraq and Syria but the legacy of their brutal caliphate remains. While many Iraqis are reclaiming their lives in a period of relative calm, the targets of ISIS’ genocide, the Yazidis, are not at peace. The world was transfixed when this religious minority fled to the mountains of Sinjar. Rescue efforts managed to airlift some to safety and others who escaped on foot and were eventually settled in countries like Australia. But many were trapped and killed, and huge numbers tens of thousand of women and girls and baby were taken as sex slaves and some 8,000+ raped daily and baby killed too.

This week Foreign Correspondent goes in search of what happened to them. Reporter Stephanie March travels to northern Iraq and uncovers incredible stories of survival and hears brave accounts from those who have rescued hundreds of Yazidi women. She also meets the women trafficked by ISIS who allege they were held captive by an Australian.

The Islamic State – also known as ISIS, ISIL, or Daesh – emerged from the remnants of al Qaeda in Iraq (AQI), a local offshoot of al Qaeda founded by Abu Musab al Zarqawi in 2004. It faded into obscurity for several years after the surge of U.S. troops to Iraq in 2007. But it began to reemerge in 2011. Over the next few years, it took advantage of growing instability in Iraq and Syria to carry out attacks and bolster its ranks.

The group changed its name to the Islamic State of Iraq and Syria (ISIS) in 2013. ISIS launched an offensive on Mosul and Tikrit in June 2014. On June 29, ISIS leader Abu Bakr al Baghdadi announced the formation of a caliphate stretching from Aleppo in Syria to Diyala in Iraq, and renamed the group the Islamic State.

A U.S.-led coalition began airstrikes against ISIS in Iraq on August 7, 2014, and expanded the campaign to Syria the following month. On October 15, the United States named the campaign “Operation Inherent Resolve.” Over the next year, the United States conducted more than 8,000 airstrikes in Iraq and Syria. ISIS suffered key losses along Syria’s border with Turkey, and by the end of 2015, Iraqi forces had made progress in recapturing Ramadi. But in Syria, ISIS made gains near Aleppo, and still firmly held Raqqa and other strongholds.

In 2015, ISIS expanded into a network of affiliates in at least eight other countries. Its branches, supporters, and affiliates increasingly carried out attacks beyond the borders of its so-called caliphate. In October, ISIS’s Egypt affiliate bombed a Russian airplane, killing 224 people. On November 13, 130 people were killed and more than 300 injured in a series of coordinated attacks in Paris. And in June 2016, a gunman who pledged support to ISIS killed at least four dozen people at a nightclub in Orlando, Florida.

By December 2017, the ISIS caliphate had lost 95 percent of its territory, including its two biggest properties, Mosul, Iraq’s second largest city, and the northern Syrian city of Raqqa, its nominal capital. The Iraqi Prime Minister Haider al Abadi declared victory over the Islamic State in Iraq on December 9, 2017. But ISIS was still inspiring and carrying out attacks all over the world, including New York City.

In 2018, the focus of the campaign against ISIS shifted to eastern Syria, where a U.S.-backed coalition of Syrian Kurds and Arabs known as the Syrian Democratic Forces (SDF) gradually captured key ISIS positions. The SDF briefly suspended its offensive in November 2018 after Turkish attacks on Kurdish positions diverted its attention. On December 14, the SDF captured the town of Hajin. Hajin’s fall reduced ISIS territory to a few villages along the Euphrates River near the Iraqi border.

On December 19, 2018, President Donald Trump declared that ISIS was defeated and signaled his intention to withdraw all 2,000 U.S. troops supporting the SDF in Syria. But the SDF continued its offensive and in February 2019 launched the final siege on ISIS forces in Baghouz, the last holdout. Baghouz fell on March 23, 2019, formally ending the caliphate’s claim to any territory. The mass surrender of ISIS fighters and their families illustrated the lingering challenge: how to deal with jihadists to forestall its transformation into an insurgency in Iraq and Syria. The Baghdadi era of ISIS ended on October 26, 2019, when the leader was killed in a U.S. raid in northern Syria. The following is a timeline of the rise, spread and fall of the Islamic State.

HISTORY
The tradition of a secluded quarter for royal women dates to antiquity in the Middle East and eastern Mediterranean. The concept was well-established in the Byzantine and Sasanian (Iranian) empires, which ruled the region at the time of Islam's advent in the early seventh century ce. In Iran, in fact, such quarters date back to the Achaemenid Empire (c. 550–330 bce). Elite women in the Byzantine Empire lived in restricted quarters, were served by eunuchs, and apparently veiled their faces during their rare public appearances. Far less is known about Sasanian harems apart from the fact that Byzantine and Sasanian chronicles alike mention thousands of wives, concubines, and female entertainers living in specially designated quarters of the Sasanian royal palaces.

The early Muslims probably adopted the harem institution from these prototypes after they began to conquer the territories of these two empires during the 630s. The harem remained largely an institution of the elite; for the lower and even the middle classes, it was economically unfeasible.

The first Islamic rulers known to have instituted a royal harem were the Abbasids (750–1258), who ruled the Middle East and North Africa from Baghdad. All subsequent Islamic polities before the twentieth century followed their example. With the collapse of the Ottoman Empire and Iran's Qajar dynasty in the early twentieth century, however, the royal harem became a historical memory, although numerous conservative Muslim royal and elite households continue to maintain separate women's quarters. The closest contemporary analog to the Middle Eastern royal harem were the hougong, or inner quarters, of China's Qing dynasty. These were separate palaces for imperial concubines, as well as their female staff and eunuchs, located behind the palaces that served as private quarters for the emperor. This institution, however, came to an end with the Qing Empire in 1911.

Evidence on the structure and functions of the royal harem is most abundant for the Ottoman Empire. The sultan's harem was installed in Istanbul's Topkapi Palace during the reign of Süleyman I (1520–1566). By the end of the sixteenth century, it occupied an enormous complex on the western side of the palace; although figures are imprecise, its population at the time totaled perhaps 400, guarded by a nearly equivalent number of largely African eunuchs. Following Süleyman I's death, sultans no longer married but relied entirely on concubines to sustain the dynasty. In the early seventeenth century, the Ottomans abandoned the practice of sending princes to govern provinces, along with the custom whereby the new sultan had all his brothers killed. Ottoman princes now resided in a special suite of rooms known as the cage at the rear of the harem complex until they either took the throne or died. In this milieu, their mothers and the harem eunuchs were the chief influences on their education and attitudes.

EUNUCHS
The use of eunuchs, castrated male slaves, as harem guardians is seemingly as old and as widespread as the harem institution itself. Again the early Muslims would have adopted the practice from the Byzantines and Sasanians. The rationale for the custom went well beyond the alleged effects of emasculation on the male sexual drive. A eunuch could not found a family that would compete with the ruler for his loyalty, nor could he bequeath his wealth; when he died, the state confiscated it. Since all eunuchs in Islamic societies were imported slaves, they likewise lacked ties to the surrounding community. In theory, these qualities rendered the eunuch unfailingly loyal and trustworthy.

While the Byzantine and Chinese courts employed eunuch harem guardians who were ethnically similar to the harem residents, the Abbasids apparently set a precedent in employing eastern African eunuchs; meanwhile, eunuchs from Central Asia and Eastern Europe attended to the emperor's inner sanctum. This model was adopted to varying degrees by most Islamic empires, up to and including the Ottoman Empire. A variety of complex ethnoregional issues underlay this division of labor; it was not a simple matter of racial prejudice. The customs of the kingdom of Ethiopia may also have played a role that has thus far been ignored.

HAREM INTRIGUE
Inevitably the royal harem became an arena of political competition, giving rise to the misogynistic stereotype of harem intrigue. Competition was particularly fierce among wives or concubines who gave birth to sons. In an attempt to ensure her son's accession to the throne, a wife or concubine occasionally took measures against her rivals, even to the extent of having them killed. The mother of a daughter likewise sought a prestigious marriage for her child and might try to facilitate her son-in-law's professional advancement, as when Süleyman I's wife conspired with her daughter and son-in-law to have the grand vizier executed so that the son-in-law could succeed him. The chief harem eunuch served as a conduit of information into and out of the harem; thus, the ruler's consort or mother might ally with him to influence imperial appointments and policy.

HISTORIOGRAPHY
Although reliable accounts of earlier harems are rare, the Ottoman harem is described in the reports of numerous European diplomats, few of whom ever gained access to it. Many of these are imbued with misogynistic prejudices, as are depictions by Orientalist painters such as Eugène Delacroix (1798–1868). However a handful of accounts by female visitors, notably Lady Mary Wortley Montagu (1689–1762), provide a more balanced perspective. Ottoman statesmen wrote of imperial women with some degree of respect, but their opinions of the harem eunuchs varied from admiring to contemptuous, often depending on the political factions to which they belonged. Ottoman religious functionaries took a more misogynistic view of the harem women's influence.

Among modern-day secondary sources, N.M. Penzer's The Harem (1936) echoes certain of the misogynistic attitudes of the European diplomats, depicting the Ottoman harem as irremediably decadent. Turkish historians began to grapple with the Ottoman harem in the 1950s; though grounded in institutional history, their studies typically treat the influence of harem women as an obstacle to modernity and progress. Investigations of Muslim women that emerged from the women's studies movement, beginning in the 1970s, give a more sympathetic and nuanced picture of the harem, while Leslie Peirce's landmark The Imperial Harem (1993) is the first work fully to contextualize the harem as part of the Ottoman political system. Creditable recent studies likewise analyze the inner quarters of imperial China and palace eunuchs in the Byzantine and Mughal empires.

The Islamic State’s horrifying practice of sex slavery, explained Violence against women is often cast in the history books as a side effect of war, the inevitable outcome when empires clash, cities fall and triumphant armies let loose on helpless civilians. But as a flurry of recent reports note, there's nothing inadvertent about the Islamic State's systematic enslavement and abuse of hundreds of captured women -- rather, it's embedded in the group's worldview and strategic operations.

The Middle East Media Research Institute (MEMRI), which monitors Islamist militant online activity, this week published a comprehensive analysis of the jihadists' practice of sexual slavery, drawn from Islamic State communiques as well as the social media accounts of its members and supporters. It followed a searing expose by New York Times reporter Rukmini Callimachi detailing how the Islamic State has "enshrined" a "theology of rape."

There is a well-organized system in place for the buying and selling of female slaves

Reports of the Islamic State capturing women and often forcing them to serve as the jihadists' enslaved concubines began piling up last autumn after the militants overran villages in the shadow of Iraq's Sinjar mountain. The region is home to the Yazidi sect, a largely Kurdish-speaking minority whose faith predates the advent of Islam and is considered apostate by fundamentalists.

Some of the Yazidis who couldn't escape, particularly able-bodied men, were summarily executed. Others, particularly young women, were rounded up and carried away.

More than 5,000 Yazidi women were captured last year alone, and an estimated 3,144 are still being held as sex slave's by the militants, according to the Times. The testimony of those who eventually escaped or had their freedom bought by relatives and friends has provided a shocking window into the world of the Islamic State.

Callimachi charted the elaborate system the Islamic State put in place to transport, house and trade female slaves. It involves buses seized from the Iraqi government, large warehouses and office buildings as holding pens and a bureaucracy of courts and notaries that presides over contracts and deeds of sale.

Younger Yazidi girls fetch higher prices in the Islamic State slave markets. According to some accounts, those higher up in the organization's command structure get first choice. But it's clear the trade comprises a real wing of the Islamic State's internal economy.

"The girls get peddled like barrels of petrol," Zainab Bangura, the United Nations' special representative on sexual violence and conflict, said in an interview with Bloomberg. "One girl can be sold and bought by five or six different men. Sometimes these fighters sell the girls back to their families for thousands of dollars of ransom."

Islamic State jihadists invoke religion to justify rape and slavery and The barbaric crimes committed against the captured Yazidi women -- which, according to one account, included burning alive a woman who refused to submit to a particularly extreme sex act -- are sometimes explained away using religion.

As MEMRI documents, there's substantial official literature on the rights and wrongs of slavery within the Islamic State. Late last year, the organization's "Research and Fatwa Department" put out a 27-point-pamphlet on how to treat one's female slave.

It sanctioned the capture and "immediate" rape of "unbelieving" women, especially virgins, as well as young girls who have not reached puberty. But it forbade the theft of another comrade's slave and advised militants not to strike their slaves on the face. Given that the woman is supposedly the jihadist's property, what the jihadist chooses to do can't be considered rape, it claimed.

An article in the fourth issue of the Islamic State's semi-official magazine, Dabiq, outlined the religious justification for enslaving the Yazidis, as opposed to the Christians living in the midst of the militants, some of whom have been allowed to carry on with their daily lives following the payment of a religious tax. MEMRI quotes the key passage:

Prior to the taking of Sinjar, Shariah students in the Islamic State were tasked to research the Yazidis to determine if they should be treated as an originally mushrik [polytheists] group or one that originated as Muslims and then apostatized, due to many of the related Islamic rulings that would apply to the group, its individuals, and their families... The apparent origin of the religion is found in the Magianism of Ancient Persia... Accordingly, the Islamic state dealt with this group as the majority of fuqaha [scholars] have indicated how mushrikin should be dealt with. Unlike the Jews and Christians, there was no room for jizyah payment. Also, their women could be enslaved unlike female apostates who the majority of the fuqaha say cannot be enslaved and can only be given an ultimatum to repent, or face the sword.
Callimachi's chilling story begins with an account of an Islamic State fighter lecturing a preteen girl he is about to rape on why the act was not a sin, binding and gagging her, and then, when the hideous deed was done, kneeling in prayer.

A blog post published by Israfil Yilmaz, a Dutch Islamic State fighter, and cited by MEMRI, makes the cringe-worthy argument that the jihadists' enslavement of these women has less to do with sex than with the Islamic State's historic mission to return the world to the days of the original caliphate. Many other militants deploy this reasoning as well on social media.

People [who] think that having a concubine for sexual pleasure only have a very simple mindset about this matter. And yes [Yilmaz's wife] agrees (maybe she doubts I'll ever own one hahaha). The biggest and best thing of having concubines is introducing them to Islam in an Islamic environment – showing them and teaching them the religion. Many of the concubines/slaves of the Companions of the Prophet (PBUH) became Muslim and some even [became] big commanders and leaders in Islamic history and this is if you ask me the true essence of having slaves/concubines.
In the Times story, the girl told Callimachi: " I kept telling him it hurts — please stop. He told me that according to Islam he is allowed to rape an unbeliever. He said that by raping me, he is drawing closer to God."

In a Dabiq article published in May, an apparently female Islamic State jihadist condemned fellow Islamic State supporters who had initially denied that the organization was enslaving and raping women.

"The supporters started denying the matter as if the soldiers of the Khilafah had committed a mistake or evil," wrote Umm Summayyah Al-Muhajirah. She went on: "Indeed when slavery befalls a people, they have left Allah's favor," and she claimed it was hypocritical of people in the West to condemn the treatment of forced concubines, given their tolerance for prostitution.

Of course, the Islamic State's worldview falls far out of the scope of mainstream Islam, and has been repudiated by clerics across the Muslim world. Some analysts argue that it's less important to focus on the Islamic State's religiosity than the political and economic underpinnings of the jihadist insurgency, and the shock tactics it uses to terrorize local populations.

The jihadist critics of the Islamic State's practices

The MEMRI report details internal disagreements over the capture of Muslim women and their treatment as slaves. Some believe it's acceptable to seize Shiite women, whom they claim are apostate, and whose husbands, fathers and sons are part of armies and militias fighting the Islamic State.

The report also cites the opposition of Jabhat al-Nusra, an Islamist group fighting in Syria that remains al-Qaeda's de facto proxy in the conflict. One al-Qaeda ideologue argues that, while it's theologically permissible to take female slaves, the current environment of guerrilla warfare makes it "impossible to regulate" and "would lead to actual abuses" -- as if the practice of female slavery isn't enough of an abuse already.

Another Salafist cleric cited by MEMRI is more scathing, saying the Islamic State's garish practices have led to "ramifications and consequences," including Yazidi and Kurdish militia reprisals on Sunni Arabs. "Who is responsible?" asks Abu Qatada Al-Falastini, and then gestures to the Islamic State leader Abu Bakr al-Baghdadi: "The criminal Baghdadi and his group."

The captured women, and those who escaped, face horror and trauma

However the Islamic State chooses to represent their behavior, there are now thousands of women who have endured and seen monstrous acts. The U.N.'s Bangura is one of the more outspoken chroniclers of their plight, as WorldViews discussed in a post earlier this year:

"It was painful for me. The countries I have worked on include Bosnia, Congo, South Sudan, Somalia and Central African Republic," says Bangura, a former foreign minister of Sierra Leone who is no stranger to conflicts. "I never saw anything like this. I cannot understand such inhumanity. I was sick, I couldn’t understand."

Islamic State burned a woman alive for not engaging in an ‘extreme’ sex act, U.N. official says Amid all the Islamic State's atrocities — its massacres of civilians, its beheading of hostages, its pillaging of antiquities — the systematic violence the jihadists have carried out against countless enslaved women and girls never fails to shock. For months now, we've heard appalling testimony from women who escaped the Islamic State's clutches, many of whom endured rape and other hideous acts of violence.

Zainab Bangura, the U.N.'s special representative on sexual violence in conflict, recently conducted a tour of refugee camps in the shadow of the conflicts in Syria and Iraq, war-ravaged countries where the Islamic State commands swaths of territory. She heard a host of horror stories from victims and their families and recounted them in an interview earlier this week with the Middle East Eye, an independent regional news site.

"They are institutionalizing sexual violence," Bangura said of the Islamic State. "The brutalization of women and girls is central to their ideology."

Bangura detailed the processes by which "pretty virgins" captured by the jihadists were bought and sold at auctions. Here's a chilling excerpt:

After attacking a village, [the Islamic State] splits women from men and executes boys and men aged 14 and over. The women and mothers are separated; girls are stripped naked, tested for virginity and examined for breast size and prettiness. The youngest, and those considered the prettiest virgins fetch higher prices and are sent to Raqqa, the IS stronghold.
There is a hierarchy: sheikhs get first choice, then emirs, then fighters. They often take three or four girls each and keep them for a month or so, until they grow tired of a girl, when she goes back to market. At slave auctions, buyers haggle fiercely, driving down prices by disparaging girls as flat-chested or unattractive.
We heard about one girl who was traded 22 times, and another, who had escaped, told us that the sheikh who had captured her wrote his name on the back of her hand to show that she was his "property."
Estimates vary, but there are believed to be somewhere between 3,000 and 5,000 women enslaved by the Islamic State. Many are Yazidis, a persecuted minority sect that the extremist Islamic State considers to be apostate "devil-worshippers," in part because of the Yazidis' ancient connection to the region's pre-Islamic past. The jihadists' treatment of Yazidi women, in particular, has been marked out by its contempt and savagery.

Here's Bangura again:

They commit rape, sexual slavery, forced prostitution and other acts of extreme brutality. We heard one case of a 20-year-old girl who was burned alive because she refused to perform an extreme sex act. We learned of many other sadistic sexual acts. We struggled to understand the mentality of people who commit such crimes.
Hundreds of Yazidi women and girls have escaped their captors, either by running away, or being ransomed and rescued by their families. Bangura has urged international assistance in providing proper medical and "psychosocial" support to the escaped women, who have experienced terrible trauma.

"It was painful for me. The countries I have worked on include Bosnia, Congo, South Sudan, Somalia and Central African Republic," says Bangura, a former foreign minister of Sierra Leone who is no stranger to conflicts. "I never saw anything like this. I cannot understand such inhumanity. I was sick, I couldn’t understand."

In a separate interview with the Toronto Star, Bangura warned that neither U.N. agencies nor regional authorities are currently able to provide the sort of extensive care many of the escaped captives may need. She said the resilience and ability of these women to build back their lives would help "strip victory away" from the militants.

"This is precisely what [the Islamic State] does not want," says Bangura. "It can be a kind of vengeance, helping these women recover and giving them a path to thrive."

The Islamic State issues guide on when it’s okay to beat your sex slave Earlier this month, ideologues belonging to the extremist Islamic State published a pamphlet outlining guidelines for how its fighters can treat female slaves in their custody. The document, titled "Questions and Answers on Taking Captives and Slaves," was supposedly compiled by the Islamic State's "Research and Fatwa Department," according to the Middle East Media Research Institute, which monitors jihadist activity.

By some accounts, the Islamic State has kidnapped thousands of women during its months of rampage and slaughter this year. These include at least 2,500 Yazidi women, members of a religious sect deemed apostate by the jihadists. The shocking testimony of Yazidi women who escaped the Islamic State's clutches has given us a chilling insight into the militants' brutality and vulgarity. A YouTube video circulated in November appeared to show the jihadists joking around about the many sex slaves in their possession and the rapes they carry out.

The pamphlet says it is permissible to capture any "unbelieving" women and have sex with her "immediately" if she is a virgin. If she is not, though, it mandates that "her uterus must be purified" first. It offers no further detail on what that means.

The 27 "questions and answers" laid out in the pamphlet vary from the grotesque to the farcical. A man, it warns, "may not kiss the female slave of another."

Here is the Islamic State's guidance regarding when it's permissible to beat your female slave:

"It is permissible to beat the female slave as a [form of] darb ta'deeb [disciplinary beating], [but] it is forbidden to [use] darb al-takseer [literally, breaking beating], [darb] al-tashaffi [beating for the purpose of achieving gratification], or [darb] al-ta'dheeb [torture beating]. Further, it is forbidden to hit the face."
It also gives a jihadist the right to have sex with (in reality, rape) a pre-pubescent girl: "It is permissible to have intercourse with the female slave who hasn't reached puberty if she is fit for intercourse."

For the Islamic State, such documents are a means of spreading their propaganda and burnishing their hardline, extremist chops. "The content, while it is abhorrent and shocking, is not surprising," said Charlie Winter, a researcher at Quilliam, an anti-jihadist think tank in London, in an interview with the Independent. "We know that IS ideologues have justified and legitimated slavery in past publications."

Following today’s attack in Nice and following on from the murder of Samuel Paty on 16 October, the World Head of the Ahmadiyya Muslim Community, His Holiness, Hazrat Mirza Masroor Ahmad has condemned all forms of terrorism and extremism and called for mutual understanding and dialogue between all peoples and nations.

His Holiness, Hazrat Mirza Masroor Ahmad states:

“The murder and beheading of Samuel Paty and the attack in Nice earlier today must be condemned in the strongest possible terms. Such grievous attacks are completely against the teachings of Islam. Our religion does not permit terrorism or extremism under any circumstances and anyone who claims otherwise acts against the teachings of the Holy Quran and contrary to the noble character of the Holy Prophet of Islam (peace and blessings of Allah be upon him).

As the worldwide Head of the Ahmadiyya Muslim Community, I extend our deepest sympathies to the loved ones of the victims and to the French nation. Let it be clear that our condemnation and hatred of such attacks is not something new but has always been our position and stance. The Founder of the Ahmadiyya Muslim Community (peace be upon him) and his Successors have always categorically rejected all forms of violence or bloodshed in the name of religion.

It is permissible to have sexual intercourse with the female captive. Allah the almighty said: “[Successful are the believers] who guard their chastity, except from their wives or (the captives and slaves) that their right hands possess, for then they are free from blame [Koran 23:5–6].”…

Question 5: Is it permissible to have intercourse with a female captive immediately after taking possession [of her]?

If she is a virgin, he [her master] can have intercourse with her immediately after taking possession of her. However, if she isn’t, her uterus must be purified [first]….

Question 6: Is it permissible to sell a female captive?

It is permissible to buy, sell, or give as a gift female captives and slaves, for they are merely property, which can be disposed of as long as that doesn’t cause [the Muslim ummah] any harm or damage.

Question 7: Is it permissible to separate a mother from her children through [the act of] buying and selling?

It is not permissible to separate a mother from her prepubescent children through buying, selling, or giving away [a captive or slave]. [But] it is permissible to separate them if the children are grown and mature.

Question 8: If two or more [men] buy a female captive together, does she then become [sexually] permissible to each of them?
