The study says its goal is to evaluate how the DSA’s rules can be used to guard against "the Kremlin’s disinformation campaigns" and protect the dignity, safety and free expression of EU citizens.

Despite the detailed methodology, this study suffers from problems that make it unlikely to have any objective research value, but rather can be viewed as a political pamphlet with pre-formulated conclusions, suitable for use only in the political space, by political actors and for political purposes.
