Would the World Be Safer with Mental Asylums?

Ryan Carson was culpable for the tragedy that occurred due to his politics but at the same time he had a right to live in a safe society. Too many yahoos are running around. Basically we need to bring back mental asylums and do away with the idea that tolerance is always a virtue.
