Dubai is a paradise for the rich and affluential however giant sandstorms had buried Dubai with the upper class left before things get worse and left the lower class to fend for themselves. The US had send the The 33rd Battalion to help Dubai in maintaining order however when they realize that staying in this "Playground for Millionaires" would bury everyone alive an attempted evacuation evacuation is made and no else know what happens next until a distress call has been made.
