Is the CA DPH an Honest Broker of Information?

A recent Edsource article describes that CA DPH is auditing schools that have more than "10% of students who are not fully vaccinated" and labeling them as having "low vaccination rates". The truth? CA DPH categorizes any student missing as little a 1 injection from 16 required for Kindergarten or 17 for 7th grade as "not fully vaccinated", and then measuring schools with classes as small as 1 student by percentage, where 1 student equals 100%. 61 of the schools on the audit list have 100% MMR vaccination coverage, 254 have 90% plus.
