Crime in San Francisco is at apocalyptic levels. So is poop on the streets, drug use, and homeless encampments. San Francisco Mayor London Breed wants more homeless shelters. California Governor Gavin Newsom wants more more permanent housing. But is there a third way to tackle homelessness?
