Azerbaijani authorities have charged Ruben Vardanyan, a former senior official in the breakaway region of Nagorno-Karabakh, with terrorism and other offenses. The billionaire, who previously held Russian citizenship, was apprehended as he attempted to leave the unrecognized republic earlier this week.
