Richard Stern of the Heritage Center for the Federal Budget says conservatives — through a lot of fighting and struggle — got a bill that drops spending by $130 billion. But what is the good if the House passes something to cut spending if the president doesn't sign the law? "We have had more than a decade of both chambers and both parties rubber-stamping spending increase after spending increase with no muss or fuss or public debate over it," Stern says.
