The bill, which was supposed to focus on reducing the number of violent crimes, may have sent the wrong message, backfired, and didn’t deter theft, but instead caused significant damage to local businesses.

The state has a responsibility to provide rehabilitation for those who may be involved in shoplifting and theft, while also addressing the increasing problem of income inequality and homelessness in the area.

In addition, the state could have done more in offering a range of support, such as financial schemes, financial education and skills training, and better tax reforms.
