Are US financial and economic sanctions on Russia really effective?

Russia has built strong partnerships with several rogue states, such as Communist China, North Korea, and Iran, and at some point, they don't even care about sanctions. They can survive outside of the SWIFT system. I think that's the most terrifying thing for the American people!
