Panel 1: Ensuring equity through governance and accountability for pandemic prevention, preparedness and response by utilizing multi-sectoral coordination at all levels.

Questions:

How can a rules-based system within an international legal framework advance pandemic prevention, preparedness and response, and deliver on equity?
Applying the lessons learned from previous public health emergencies including COVID-19, how can the international community ensure responsible stewardship, partnership, and accountability to commit to and deliver on better pandemic prevention, preparedness and response?
How can we ensure multi-sectoral and whole-of-society coordination to guarantee all voices are heard and build/maintain trust, both before and during crises?

The President of the General Assembly, in collaboration with the World Health Organization, will convene Heads of State and Government for a one-day meeting to adopt a political declaration aimed at mobilizing political will at the national, regional and international levels for pandemic prevention, preparedness and response.

The meeting will bring together Member States, observers of the General Assembly, the United Nations system, representatives of nongovernmental organizations in consultative status with ECOSOC and representatives of organizations with special accreditation. The objective of the meeting is to further mobilize political momentum, including through the integration of a multisectoral approach towards pandemic prevention, preparedness and response.

Outcome: The high-level meeting shall approve a concise and action-oriented political declaration, agreed in advance by consensus through intergovernmental negotiations, to be submitted by the President of the General Assembly for adoption by the General Assembly
