The film, shot in a semi-documentary tone, was loosely based on newspaper accounts of the real-life actions of Erwin "Machine-Gun" Walker, a former employee of the Glendale, California, police department and a veteran of World War II who unleashed a crime wave of robberies and shootings in the Los Angeles area in 1945 and 1946.

During the production of the film, one of the actors, Jack Webb, befriended the police technical advisor, Detective Sergeant Marty Wynn, and was inspired by a conversation with Wynn to create the radio and later television program Dragnet. (source: https://en.wikipedia.org/)
