Is Joe Biden Actually Stuttering?

Joe Biden is the current president of the United States. He is gearing up for another bid in the US presidential race. There is a lot of discussion about Biden's speeches and some people have mentioned a noticeable stutter. I reacted to an interview done by Joe Biden and gave my perspective on whether or not I notice a stutter which was previously reported by him.
