The federal government’s agency in charge of regulating guns has just put forth a new rule that would classify anyone in the country who sells even a single firearm to a friend or family member as a “gun dealer”—subject to arrest without a proper license.

This new rule is the latest step in the federal government’s ongoing effort to bypass Congress and implement something akin to universal background checks.
