Jess Phillips says the women do not need to go to the police who made the accusations

Is this the policy of Labour or just Jess Phillips that people only need to make accusations on Tv and it does not need to be tested in the court. Will Labour do away with the courts if they get in power if an accusation is sufficient for guilt?
