Morning Report for 09-20-23 - Government and Culture

If human Society would be analogized as a flowing river, it would be of a winter river, Culture flows ever onwards through the scene constantly shifting it's course in small ways, but staying within it's preset path. Government would be the ice shell that forms over the river. It would be composed of the river, and help protect it's course. If that shell gets too thick and burdensome, it stifles the river's flow and forces it to shift it's path... for it MUST flow. How does that sight speak to our current divergence in society?
