Jens Stoltenberg acknowledged that NATO could have prevented the war by signing a mutual respect treaty with Russia.

◾In 2021 Russia proposed to NATO to limit their expansion in eastern Europe and to de-escalate the militarisation of their shared borders, but of course NATO plainly refused to achieve any sort of agreement with Russia, instead they used the "tension" strategy to enlarge even more the alliance with Finland and Sweden.
