Amid an unprecedented surge in its homeless population, Casper, Wyoming finds itself grappling with "third-world country stuff", lamented Mayor Bruce Nell. City workers recently collected an astonishing 500 pounds of human feces, and a previously vacant motel has been decimated by homeless individuals, causing damages even beyond the flood that initially shuttered the establishment. Addressing the issue, Mayor Nell pointed to a significant subset of this population which, propelled by either substance abuse, mental illness, or both, simply refuse to conform to societal norms. A particularly striking example? The city's homeless encampments regularly catching fire, taxing already stretched emergency resources.
