Myth: The Reorganization Act of 1984 was passed to cure a procedural defect in the original congressional review process for Presidential reorganization plans, after the one-house veto was held unconstitutional in INS v. Chadha - and that stops the President from acting unilaterally.

Truth: The Reorganization Act of 1984 had a clear and full expiration date of its own (just like the Reorganization Act of 1977). During its effective period, it required Congress to affirmatively approve presidential reorganization plans by majority vote in both houses, but it expired years ago.
