Portland's attempt to curb its growing homeless population with its "Safe Rest Village for RVs" has faced a rocky road since its opening. The Salvation Army's ambition to establish a structured community, free from narcotics, has been challenged by an existing drug-friendly camp just a block away. They might've hoped the "if you build it, they will come" mantra would apply. Still, a mere 25 vehicles have parked in their spacious RV lot that can accommodate 55. The Salvation Army points to "unanticipated challenges" (insert smirk here) for the underwhelming response. It appears convincing the homeless, especially those addicted to narcotics, to make the switch is harder than initially thought. Perhaps next time, instead of being blindsided by the allure of structures and parking spots, they might consider the human element and why someone wouldn’t want to leave their "freedom" behind.

However, more than 80 qualified residents are still contemplating whether to make the move. Some claim they haven't heard about the RV village, while others express concerns about towing their non-functional RVs to the new site. While city officials believe they're providing a structured safe haven, the residents might need more than just parking space.
