On Saturday, August 26th, 2023, I was conducting regular patrol on South Buerkle. As I
was passing by 7th and Buerkle, I noticed four black males, all wearing black hoodies/jackets,
wearing dark clothing walking South on the sidewalk on Buerkle. The night before, there was an
attempted breaking and/or entering on a vehicle on West 10th close to where the males were
walking. The description of those individuals were given as four to five black males, all wearing
black hoodies. I turned around at 6th and Buerkle to follow the individuals to see where their end
destination was. I began traveling south on Buerkle and passed the individuals again. I then
turned onto West 9th, then onto South Henderson, and finally ended back onto West 10th Street.
By this time, the individuals had already crossed the intersection continuing South on Buerkle. I
decided to drive East on 10th, turned South on Lowe, then turned West on 11th street. The males
were just about to cross over 11th street when I initiated my lights to make contact. I advised
dispatch of my location and the clothing description of the individuals. Upon approaching the
males, I could smell the odor of maijuana. I then advised them for why the encounter was taking place. I gathered all of the males names and date of birth and they were ran through ACIC/NCIC.
Coreon Owens B/M DOB 8/2/2005, Jamer Penn B/M DOB 12/05/2005, Torrance Hobbs Jr B/M
DOB 7/31/2007, and Javeon Eurns B/M DOB 7/05/2007. Only Owens and Hobbs Jr came back
with returns. I then asked the individuals again who had maijuana on their persons. Not one of
the four males confessed to having marijuana. I advised them that they would be patted down.
Myself and three other officers searched the males. There were no findings on Penn, Hobbs Jr, or
Eurns. Ptl Brooks searched Owens and found a baggie of marijuana. Ptl Brooks then went to
place Owens under arrest for Possession of Schedule VI LT 4oz. Owens then began to resist
while Ptl Brooks was trying to bring Owens hands behind his back. Owens continued pulling his
arms to the front of his body. After a short time of resistance, Owens was placed under arrest
without incident.
Owens was transported to the Stuttgart Police Department then transported to the Arkansas
County Detention Center.
Owens was charged with the following:
Possession of Schedule VI LT 4oz. Arkansas Statue 5-64-419B(5)1
Resisting Arrest - Active or Passive. Arkansas Statue 5-54-103B(1)
