Does 280e Hurt Cannabis?

280e is legislation that prohibits writing off business expenses deemed Federally illegal. Since cannabis is illegal at the Federal level, this industry is impacted by this. But would removing 280e be a massive windfall for cannabis-based businesses? Maybe not? It would potentially be offset by an excise tax.
