On April 1, 2023 (April Fools’ Day) at approximately 1:22 AM, Deputy Randy Miller of the Whitman County Sheriff’s Office noticed a 2007 Corolla almost strike the curb when turning North from Whitman Street onto Grand Avenue in Pullman, Washington. As Deputy Miller followed the diver, he noticed that she was going in the wrong direction for a period of time. He proceeded to initiate a traffic stop. The driver, 19-year-old Cyanna Blair-Lawrence, seemed incoherent when she was asked if she knew why she was being stopped. Cyanna told Deputy Miller that her and her friend were coming from Timber, a popular bar in the area, but denied consuming any alcohol earlier that evening.

Based on her erratic driving patterns and her admission to having been at a popular local bar, Deputy Miller afforded her an opportunity to perform voluntary field sobriety tests. Deputy Heidi Lambley arrived shortly afterwards to assist with the traffic stop. Deputy Miller observed Cyanna’s eyes to be bloodshot and watery, while her speech was slurred. The first test involved the Horizontal Gaze Nystagmus (HGN), where the Deputy observed the lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and the onset of nystagmus prior to 45 degrees. During the Walk and Turn test, Cyanna was unable to walk a straight line and she almost fell over on her first attempt at turning. For final One Leg Stand test, Cyanna was unable to maintain her balance and she only counted to 6 over the course of 30 seconds.

Following the voluntary field sobriety tests, Cyanna was asked to voluntarily take a PBT test. The PBT reading was 0.221, which is more than double the legal limit. Based on her inability to perform the field sobriety tests and the PBT results, Deputy Miller placed Cyanna under arrest for driving under the influence. Cyanna was subsequently transported to the Pullman Police Department, where waived her constitutional rights and agreed to answer questions.

After Cyanna completed the 20-minute observation period, Deputy Miller read the implied consent warnings to her, and she agreed to take a breathalyzer test. Her Drager Alcotest results indicated a BAC of 0.177% and 0.182%, which were more than double the legal limit. Following the breathalyzer test, Cyanna was transported to the Whitman County Jail in Colfax, Washington with a bail amount of $500. She was cited under RCW 46.61.502 for Driving under the Influence (DUI) and released after posting bail.
