These officials in Maui are so INCOMPETENT they do not know how to use a SIREN and still havent decided a simple thing. A siren is used to WARN people, to know that there is an immediate danger and evacuation protocols need to be made, in any case that something is to be done.
Its idiotic to think that people would not be able to know what is happening outside, everyone knew, they just didnt knew the gravity of it. And thats why you BLOW the siren, to say its very serious and everyone needs to pay attention, evacuate.
Obviously if there is a fire insitinctively people would either go to the ocean or where they see less smoke, in any case getting out of the city, which many did.

No one in their right mind would go to the beach on a Hurricane because you see it and feel it, or go up the hill on a fire, unless there is no FIRE UPHILL! In any case with 100% accuracy people would hear the sirens and they would know something is off and not wait for the oficials to contain the situation.
