What are the brown things all around the White House?

Just a quiet bike ride today as nothing, and I do mean nothing is going on in Washington D.C. But still we go looking for something, with a nice ride through Georgetown, the Lincoln Memorial and the Washington Monument before heading over to the White House where we notice some mysterious brown tarps covering something. I think it's some sort of radio system, but not sure because it's covered in a brown tarp. And there's not just one--they are all around the White House. Wonder what it is?
