Speech by the President of the Russian Federation at the meeting of the BRICS summit in Johannesburg - August 22, 2023
Vladimir Putin: Dear President Ramaphosa, dear President Lula, dear Prime Minister Modi, dear President Xi Jinping!
Dear friends, colleagues!
First of all, I would like to thank our South African friends for everything they have done during their BRICS chairmanship this year.
The colleagues who have spoken have already given a positive assessment of the activities of the BRICS, and on the whole we share these assessments. Our "five" has rightfully established itself in the global arena as an authoritative structure, whose influence in world affairs is consistently strengthening.
The strategic course of unification is directed to the future and meets the aspirations of the main part of the international community, the so-called world majority. Acting in a coordinated manner, on the principles of equality, partnership support and consideration of each other's interests, we are dealing with the most pressing issues on the global and regional agenda.
The main thing is that we are all unanimous in favor of the formation of a multipolar world order that is truly just and based on international law while observing the key principles of the UN Charter, including sovereign right and respect for the right of every people to their own model of development. We are against any kind of hegemony promoted by some countries of their exclusivity and based on this postulate of a new policy - the policy of continuing neo-colonialism.
I want to note that it was the desire to maintain their hegemony in the world, the desire of some countries to maintain this hegemony that led to the severe crisis in Ukraine. First, with the help of Western countries, an unconstitutional coup d'etat was carried out in this country, and then a war was unleashed against those people who did not agree with this coup d'état, a brutal war, a war of extermination - for eight years.
Russia has decided to support people who are fighting for their culture, for their traditions, for their language, for their future. Our actions in Ukraine are dictated by only one thing - to put an end to the war that was unleashed by the West and its satellites in Ukraine against the people living in the Donbass.
We are grateful to our BRICS colleagues who are actively involved in trying to end this situation and achieve a just settlement through peaceful means.
Dear colleagues, the main thing is that we are all unanimous in favor of a multipolar world order that is truly just and based on international law.
From year to year, the BRICS states are building up their potential. As already mentioned, the share of the "five", where more than three billion people live, in global GDP has already exceeded the share of the so-called "Group of Seven" in terms of purchasing power parity. Over the past decade, BRICS countries' investments in the global economy have doubled, and their combined exports have reached 20 percent of the world's total.
The Strategy for Economic Partnership of the Association States until 2025 is being successfully implemented. In particular, five-sided cooperation is being strengthened in such areas as the diversification of supply chains, de-dollarization and the transition to national currencies in mutual settlements, the digital economy, support for small and medium-sized enterprises, and fair technology transfer. Naturally, business circles take an active part in these processes. A lot of work is being done through the BRICS Business Council and the Women's Business Alliance, which the host of our today's meeting, President Ramaphosa, has already mentioned, and the leaders of these organizations are present at this meeting.
An important priority of BRICS interaction is the creation of new sustainable, safe transport routes. Speaking to the participants of the BRICS Business Forum, I already spoke about the relevance of the accelerated development of transcontinental routes, such as the North-South corridor, which will connect Russian ports in the northern seas and the Baltic with sea terminals on the coast of the Persian Gulf and the Indian Ocean and in the future will be able to provide annual transit of up to 30 million tons of cargo.
We believe that the time has come to establish a permanent commission on transport within the framework of BRICS, which would deal not only with the North-South project, but also, in a broader sense, with the development of logistics and transport corridors, interregional and global. If the partners agree, the Russian side could work out this idea as part of the BRICS chairmanship in 2024.
And of course, we welcome the strengthening of interaction between the five states in the field of global innovation. We look forward to intensifying cooperation within the framework of the BRICS Global Network of Research Infrastructures initiative, which could be supported and developed by a special trust fund. For its part, Russia is ready to share its accumulated experience and best practices, including in the field of digital transformation and the use of artificial intelligence.
We are also determined to actively participate in the implementation of the agreements reached on the creation of a joint working group on nuclear medicine, we are interested in the soonest practical translation of the activities of the BRICS Alliance for Cooperation in Secondary Vocational Education, and we fully support the proposal of our South African colleagues to organize a separate ministerial meeting on women's affairs, whose role in the political, economic and social life of our states must undoubtedly expand.
Dear Colleagues!
Next year, the BRICS chairmanship will pass to Russia. Our chairmanship will be held under the motto "Strengthening multilateralism for equitable global development and security." We are planning about 200 political, economic and social events that will be hosted by over a dozen Russian cities.
At the same time, we plan to hold a BRICS summit meeting in October 2024 in the city of Kazan: we will agree on specific dates with our colleagues through diplomatic channels. There will also be events in the well-established BRICS Plus/Outreach format.
During our chairmanship, we intend to do everything to effectively contribute to the implementation of the decisions taken at the current summit, including those related to expanding the circle of participants in the association. We will carry out close coordination with partners on the foreign policy dossier, work together at key international platforms, primarily at the UN, and continue the practice of regular meetings of high representatives on security issues.
Of course, we will give priority attention to such urgent tasks as the fight against terrorism and the spread of terrorist ideology, as well as countering money laundering and the return of assets obtained by criminal means.
By the way, we are grateful to our partners for their support in the Financial Action Task Force on Money Laundering [FATF]. We hope that this spirit of solidarity will continue in the future.
We will contribute to the further comprehensive implementation of the BRICS Economic Partnership Strategy until 2025 and the development of new, long-term guidelines for cooperation. Among them is the increase in the role of our states in the international monetary and financial system, the development of interbank cooperation, the expansion of the use of national currencies and the deepening of interaction through tax, customs, and antimonopoly authorities.
Undoubtedly, Russia's priorities include building up partnerships in science and innovation, healthcare, education, and the development of humanitarian ties in general. Cultural and civilizational diversity is one of the supporting pillars of the new multipolar world order, it implies the creation of a holistic, free space for cultural exchange, art, and creativity.
It seems that the time has come for a serious discussion with our BRICS partners, by the way, and the SCO partners – and with our CIS partners and other countries – about the future of culture in the world, about preserving and enhancing the world cultural heritage. By the way, the ninth international cultural forum, which is already scheduled to be held in the city of St. Petersburg in Russia from November 16 to 18 this year, could become a platform for such a dialogue.
And, of course, Russia will continue to promote in every possible way the further development of contacts in the field of sports and youth exchanges. In particular, the BRICS Games are scheduled for June 2024. We will be glad to welcome teams from the countries of the association to the international tournament "Games of the Future" held next year in Kazan. These competitions are a unique combination of dynamic sports disciplines with the most popular video games and technological devices. A good opportunity for contacts and friendly communication will be presented in March 2024 in Sochi at the World Youth Festival.
In conclusion, I would like to emphasize once again that Russia, during its presidency, will interact in the most constructive way with its partners in the "five" in order to further strengthen the role and authority of the BRICS, which, of course, will only grow.
