Public School Pornography and Race Based Instruction Study Commission Proposal Presentation

On August 21, 2023, Representatives Jay Kilmartin and Joe White presented a proposal to School District 5 of Lexington and Richland Counties that encourages the Board of Trustees to form the 2023-2024 Fall-Winter Public School Pornography and Race Based Instruction (PSP & RBI) Study Commission comprised of school board members, school district employees, state, county, and local legislative and executive branch officials, citizens and other appropriate stakeholders who are, or have constituencies in the district, to hold hearings, examine subject material, and be duly authorized and empowered to:
(1) Identify perceived race based instruction and alleged lewd/vulgar materials within the schools of Lexington Richland School District 5;
(2) Identify current state statutes, board policies and/or county ordinances that conflict, coincide, or reference materials in question (a) determine if those statutes, board policies and/or county ordinances are clearly defined as to what is age appropriate materials in school, (b) examine whether those statutes, board policies and/or county ordinances clearly define lewd & vulgar materials and race based instruction and how it pertains to minor children in schools, (c) identify any conflicting provisions of state law pertaining to said materials;
(3) Develop recommendations for policy and/or legislation for Lexington Richland School District 5 Board of Trustees, state legislators & the South Carolina Department of Education;
(4) Deliver recommendations to the SC General Assembly, Lexington Richland School District 5 Board of Trustees & South Carolina Department of Education.
A motion was made by Trustee Cathy Huddle and seconded by Trustee Elizabeth Barnhardt to support working with the Legislature and working through the formation of the study commission. The motion was voted down 5 nay to 2 yea.
