I, Ptl. J. Foster observed a vehicle driving north bound on S Buerkle at a high rate of speed at
approximately 01:05 am. Using my radar, I clocked the vehicle going 54 mph in a 35 mph zone.
The vehicle then turned east on 22nd st and at that time I initiated my blue lights and sirens and
initiated a traffic stop at the EZ Mart on 22nd and Main at approximately 01:08 am. At that time,
the driver exited the vehicle and I instructed the driver to come to the rear of his vehicle. I then
announce myself and advised the driver that I pulled him over for speeding. I requested his
drivers license, registration, and proof of insurance. We then approach the drivers side of the
vehicle so the driver could retrieve the information requested. The driver was identified as Curtis
Morgan Jr. While talking to Mr Morgan at his vehicle, I smelled the odor of marijuana coming from
the vehicle. I asked the driver if there was any marijuana in the vehicle and he advised that he
was not sure. I instructed Mr Morgan to step to the rear of his vehicle with Sgt Williams so I could
search the vehicle. Mr Morgan complied. Upon searching the vehicle, I found green leafy like
substance inside the center console and inside the ash tray in the driver front door. I issued Mr
Morgan a citation for speeding and possession of schedule VI. I cleared the traffic stop at
approximately 01:22 am. After the traffic stop was cleared, I return to the intersection of 22nd and
Buerkle. I once again notice a vehicle driving south bound on S Buerkle at a high rate of speed.
Using my radar, I clocked the vehicle going 59 mph in a 35 mph zone. At approximately 01:27
am, I initiate my blue lights and siren and got behind the subjects vehicle. The vehicle was
identified as the same vehicle from my previous traffic stop, belonging to Mr Morgan. Mr Morgan
turned west onto Gregory Fisher Rd and then came to a stop. At that time, I instruct Mr Morgan to
exit his vehicle and place him under arrest for reckless driving at approximately 01:30 am. Mr
Morgan was transported to Stuttgart Police Department and was given the opportunity to contact
someone to come and pick him up after paying the bond amount of $245 for reckless driving. Mr
Morgan was issued his citation with a court date and then released. The vehicle was a 2019
Dodge Charger and it was towed by Ollies Wrecker Service to their tow yard.
