DAVE RAMSEY BABY STEPS - Are they still relevant for everyone?

Dave Ramsey's Baby Steps is very recognisable in the mainstream money management discussions and many love his money strategy particular when very heavily in debt. He is based mainly for a US audience, so when we look at the Baby Steps strict order - are they still relevant even nearly 30 years after they were created?
