Forecasters predict severe flooding as Hilary barrels towards Southern California

Jamie Rhome, the deputy director of National Hurricane Center, said he's concerned residents will "read too much" into Hilary being to a downgraded to a tropical storm and urged residents to stay indoors as the "the threat all along has been the rainfall and flood risk."
