Hurricane Hilary: State of Emergency declared for Southern California

Governor Gavin Newsom has issued a State of Emergency for Southern California because of the storm that's about to make landfall. Evacuations are already underway in Catalina and some burn zones, and Mojave has already been hit by heavy rain.
