A civil grand jury report paints a bleak image of the city's public service sector post-Covid-19, with twice the number of vacancies pre-pandemic and a hiring process shrouded in murkiness and unnecessary delay.

It means longer waits for 911 responses, overcrowded hospitals, and fewer buses servicing municipal routes.
