Step 1: Sign in to the Zoom web portal.
Step 2: In the navigation menu, click Settings.
Step 3: In the Meeting tab, verify that Allow participants to join before the host is enabled.
Step 4: If the setting is disabled, click the toggle to enable it.
Step 5: (Optional) To allow custom Join Before Host time limits, check the Participants can join.
