How to "Receive the Whole Earth" through Virtue and Leadership

It is said within the Tao Te Ching that we can 'receive the whole earth', but what does this mean, and how is it done?

The Tao specifically says: “Those who bear the realm’s disaster becomes the whole world’s master.”

True words sound paradoxical…
