The global geopolitical landscape has witnessed escalating tensions between Russia and the United States, particularly in the realm of missile development and deployment. In February 2019, Russia contemplated a strategic move to develop land-launched versions of its sea-fired Kalibr cruise missiles in response to the US's attempts to introduce land-based versions of naval missiles, such as the Tomahawk and SM-6 Surface-to-Air Missile (SAM). This article delves into the implications of these developments, the collapse of the Intermediate-Range Nuclear Forces (INF) Treaty, and the potential consequences for regional and global security. Since 2017, the United States has been pursuing the introduction of the Typhon system, which involves repurposing the Tomahawk and SM-6 missiles, designed for naval applications, to target land-based objectives. The Tomahawk version of the Typhon, known as the Mid-Range Capability (MRC) missile, was recently test-fired, and the naval version of the land-fired Tomahawk was unveiled. The SM-6 version of the Typhon was also rehearsed in its road-mobile form, raising concerns about the system's potential capabilities. The MRC/Typhon system seeks to bridge the range gap between the under-development Precision Strike Missile (PrSM) and the US Army's hypersonic Long-Range Hypersonic Weapon (LRHW). This system targets objectives up to 1,800 kilometers away, showcasing its significance in long-range strike capabilities.

Fair use is the right to use a copyrighted work under certain conditions without permission of the copyright owner. The doctrine helps prevent a rigid application of copyright law that would stifle the very creativity the law is designed to foster. It allows one to use and build upon prior works in a manner that does not unfairly deprive prior copyright owners of the right to control and benefit from their works. Together with other features of copyright law like the idea/expression dichotomy discussed above, fair use reconciles the copyright statute with the First Amendment.
