If ever there were an Industry that should have taken opportunity to proove themselves seperate from other capitalist endeavors, Their Medicinal Cannabis market was that. Hundreds of Millions being Made on a market woth cheaper product and less sales than that of the Rexreational markets if we follow the same trends as every other state and Canada. I include a multitude of Graphs and statistical anlysees to back my claims that an Open Market is the way for Marylands "disproportionately effected."

Those social equity applicants, the "disproportionately effected" are who is specifically being addressed in the legislation directed to describe law for Legalized Recreational cannabis. Yet those same Legislators opted for momentary Financial satiation, like that from Mackie Barch Owner of Culta Cannabis, positioned at the top of tindustry financially, paid to legislators a prooven amount of $16,500 that we know of for sure.

These were payment ls to legislators to convince them to raise the barriers to entry placed and focused specifically at and on those Social Equity Applicants. More specifically, the liscencing which is most affordable to those individuals, whom the legislation refuses to recognize as financially impoverished and well iunterstate why shortly, just follow along. Those more affordable liscences are called Micro Liscences.

The fee for the application to participate in the Equity Lottery which I'll describe momentarily, for the CHANCE to attain one of 70 liscences is $1,000. Upon notification of selection there is a $10,000 payment due. the Full liscnece is $5,000 while the price upon selection is $50,000. This is why we don't see mention of the financial situation of those "disproportionately effected" mentioned ANYWHERE in HB 556 or HB 516 or HB 708 which was where Manipulations to the Legislation was hidden. Anually in addition to these fees to the state alone, you owe a $40,000 operating fee.

There are over double the amount of Full Liscences than there micro liscences. Not only is there more, making them essentially blatantly saying they don't want smaller producers, but there are excessive restrictions placed on the more financially accesable Mircro Liscence. Restrictions on the grow space is set at 1000 square foot canopy, restrictions are set on amounts that can be delivered to and from the dispensary or delivered through online sales, Full liscencing is not restricted.

if the goal is to Help Social Equity Applicants achieve success in this booming market where the only money made thus far is over a billion dollars by mass indistry and state taxes, then why are there insane restrictions on thise liscences which would be most sought after by thise financially struggling individuals. why do I keep saying financially impoverished etc?

Lets think about it. A disproportionately effected area is defined in the legislation as an area where the arrest rate is over 150% related to cannabis sales, use, etc. First, this leaves out the two most impoverished counties in the state as we do not fall into their qualifications for being defined as an area disproportionately effected by cannabis prohibition.

Interstate 68 is a main drug route, causing Garrett County, the farthest County west in Maryland, has more cops per capita than Baltimore city. That's Alot. Yet unless you meet one of the 3 criteria as an individual, you haven't opportunity In round 1 of this SOCIAL EQUITY LOTTERY. Garrett And Allegany County are the 2 poorest in the state, yet are largely forgotten in this legislation.

what qualifies a person as a social equity Applicant? It relates to that disproportionately effected area definition. you must meet one of these 3 criteria to be considered disproportionately effected.
- Having lived in a disproportionately effected area (as defined above) for 5 of the past 10 years
- Having attended a public school for atleast 2 years in a disproportionately effected area
- Having attended a 4 year university where atleast 40% of the Atendees required Federal Pell Grants.

That last one is the only Saving Grace, but notice how that is organized. they don't want anyone not from that social equity definition area who doesn't then show initiative via having attended a 4 year university. How many social equity applicants slinging cannabis in Baltimore fit that Standard?
