Ukraine has claimed Russian forces hit the frontline town of Chasiv Yar in Donetsk Oblast overnight with cluster munitions on July 23. Meanwhile, Russian President Vladimir Putin said Ukraine's counteroffensive "has failed" as he hosted Belarusian leader Alexander Lukashenko. During the meeting, Lukashenko was also quoted to be saying jocularly that Wagner fighters were keen to push across the border into Poland. A Russian missile attack on the Ukrainian city of Odesa killed two and injured nearly 22 on July 23. The overnight attack badly damaged a Russian-linked Orthodox cathedral in Odesa.
