Additionally, it was reported that his mother was inside the apartment attempting to negotiate with him. Responding officers were informed that the individual inside the apartment, 40-year-old Steven Kirkman had several firearms including a rifle. Officers were concerned about the safety of the other occupants in this apartment complex including several families who were occupying the pool which was next to and below this particular apartment. More officers responded to the scene, including a supervisor. Several family members arrived at the scene. An officer attempted along with the family to negotiate with Steven. This transpired over several hours. Steven Kirkman returned to his apartment. He then came out hours later to retrieve the shotgun that he had left outside prior in the evening. Based on Steven Kirkman’s continued threats on scene, the commanders became concerned that if officers left the area it could further endanger the lives of persons in the apartment complex. Steven Kirkman came out on the balcony armed with a shotgun. Kirkman racked the shotgun and then pointed it at the officers below him. Two officers fired their weapons. Due to the distance and officers taking cover behind vehicles, there is no video of the actual shooting, only audio. Officers went to the apartment and forced entry, medical personnel was already on the scene, and life-saving measures were taken which were deemed unsuccessful. Steven Kirkman was pronounced dead at the scene. Steven Kirkman was armed with a pump-style shotgun. Inside the apartment, officers also located a handgun, rifle, and a fully loaded shotgun.
